I did not hear about this project but here it is. It allows to run modern software on Windows XP and Windows 2003, both 32-bit and 64-bit versions.

I saw this project a few days ago, it's been around for a long time but it was abandoned for several years. Development appears to have resumed actively.
The results seem impressive, plus this research could be reused in ReactOS
(which is also progressing, slowly but surely).
